of Seafarers’ Affairs, International and Specialized Organizations of the Ports
and Maritime Organization, stated that The third joint meeting of the International
Labor Organization (ILO) and the International Maritime Organization (IMO) was
held at the headquarters of the International Labor Organization in Geneva,
Switzerland, with the participation of representatives of seafarers,
shipowners, and IMO member states, in accordance with the agenda of the joint
ILO and IMO circular on identifying and addressing seafarers’ issues and in
line with the discussion, review, and approval of amendments to the draft
guidelines on fair treatment of seafarers.
According to Farmahini, representatives of the Ports and
Maritime Organization were also present at this meeting on behalf of the
government of the Islamic Republic of Iran, and during this meeting, they
actively participated in presenting their points of view and suggestions for
amendments to the aforementioned draft.
Seafarers are recognized as key forces in the maritime
industry and, given the international nature of the maritime industry, may face
the jurisdiction of different countries during a sea voyage and may need
special protection, especially in relation to contact with the consular
authorities of their respective governments or their place of residence. The
purpose of these guidelines is to ensure fair treatment of seafarers who are
detained on suspicion of committing a crime and may be subject to investigation.
